A good question, and one I'd be interested in finding out the answer to. I doubt it would belong to Jersey or Guernsey, being in the Bristol Channel. My guess is that it would either be independent, or part of either Somerset or Devon.

As far as I can work out, it's administered by Devon County Council, although it was once independent of England. The Island was bought by the National Trust in 1969.
