I've seen the term Chelsea Tractors, ... I've not looked around for any clarifications though. I just assumed they were the really prettied-up 4-wheelers that city types like to drive about. NEVER once going off-road.

That DOES seem to be the sub-text of the whole thing, isn't it? Officially, they are putting up with all of the humiliation "in support of their favoured charity". But in reality, it brings them back into a public light for a few days or weeks. Too bad they don't realize that being seen in-the-raw, personality-wise, is not likely to enhance a flagging career of what-ever.

I took a look earlier at the Wikipedia (yeah, I know, me for a cuss-word) and they listed all of the 'players'. The only one I recognized was the Osmond lad. And even then, only very vaguely.
