not sure about wirecutters...
shotgun shell - there are guns called shotguns, for which the shells are ammunition, so worth hanging on til you find the gun, and you can then use the gun.
book - reading some type of books gives you more XP, but thats if you find the right book. Not sure about the wine....

I just had a look into wiki. It says that the wirecutters are useless because everything possible has been cut already. And the wine heals one HP or so.

i was a bit dissapointed, that it was only for 15.
Axe proficiency + hand-to-hand only= 40%
Oh well... still better than nothing, I suppose.
