AB, the the crucial part of your post is the 'Those who were good at' bit. You shouldn't need fixed term contracts to deal with the issue of underperformance. The public sector is notoriously bad at this and perhaps that's where the answer lies?
Pin, is your 10 year idea not really a work around of that failing?

Waz. My post is a work round of Pin's 10 year notion and pension anomalies at the same time. The objective being an ongoing situation where people have to take a new look at their lives every ten years. People need to think about and plan their lives as their lives progress.

Who does know how the economy works and who would be the teacher ?
Isn't the problem that the main function of the public sector is 'service' . The old notion of who creates the wealth is also a bone of contention in the private sector. In the private sector there is also those who 'work' and those who 'serve'. In the mean time we have a situation where those who neither work or serve do what they can do best and reap the benefit.

That there are support services in the private sector is certainly true. But I suppose that they are likely to stay more aware of what they are supporting and not to think their work an end in itself.
I came by to post however that I'd changed my mind and am currently 100% in favour of Pin's 10 year deal.
I may not stay of this opinion, but right now I am, definitely. Having come across a very intelligent, clued up, financially astute but public sector indoctrinated person who hasn't grasped the difference between defined benefit final salary pensions and the complete lottery that is a money purchase scheme.
This despite now being (though fairly newly) out of the public sector and having staff belonging to both types of scheme.
