Have you ever heard Breton pipes? I spent some time listening to a chap practising at St.Pol on the north coast of Brittany, and he was quite wonderful. I'm not sure his neighbours thought so, though, as they seemed to have banished him to an island about half a mile across the harbour to rehearse!
I don't know the technical stuff, but the Breton pipes sound more like the Northumbrian ones than the Scots/Irish version.

My friend had a roommate at Gov'r's school (a summer camp-y like thing at a college where you study an art for six weeks) who played the bagpipes. She was rather glad that she wasn't allowed to practice inside.
