Have just decided not to put on the three plays the week after next. Not good enough to charge people for.

Hmmm. First reaction is to admire your bravery in making such a difficult decision. I honestly have never seen the like, but believe me I have been there when other directors should have made that call and didn't. 
Obviously I am completely unfamiliar with the situation and the people involved, but if the 'pay' part of the equation is the deciding factor, then perhaps some part of everyone's efforts, including your own, could be salvaged by offering 'free' performances of work 'in progress', perhaps turn it into a workshop presentation and let the audience critique it from their seats.
Those actors who have worked hard will get their due recognition and those who have disappointed you will get what they deserve from an objective audience who will no doubt enjoy an opportunity to throw tomatoes.
