"big, cold, damp, pricy and noisy" Pierce?
Not at all! I was last there on Sunday. I drove (free parking in London if you know where) then caught (£1) to the Imperial War Museum. (Free entry for me). Then to the Strand (£1) then walked to Covent Garden and watched street performers (free). Then ate (same kind of price as anywhere out of London) then went to see live comedy. (A night with Mel and Sue. £15)
It did rain in the morning, admittedly, but I expect that was the same in a lot of the country. London is very small actually so its always possible to walk places and I usually do. Its also always a degree or two warmer in the city because of the buildings and their heat.
So, "big, cold, damp, pricy and noisy"? I don't think so!
( Maybe it's because I'm a Londoner....)

They said something about bad weather in US these days. 19 got killed and such... Here it's fine, weather, I mean. -8C and changing cloudyness.

We just don't normally get that much ice and snow in the parts of the country that were hit so hard with the storm over the last couple of days. There's not much you can do about ice at all, especially when it gets on the power lines and pulls them down, knocking out electricity to massive centers of population. Then in areas such as this one with all the snow we got (very early in the season for that too, btw), we don't really have adequate snowplows to handle it, so the whole mess kind of paralyzes the area. Areas of the country that are used to harsh winters have plenty of snow removal equipment, but we just don't in areas that seldom see a harsh winter.

Memphis escaped the worst of the storm, all we had was cold rain. I remember a few years ago we had an ice storm that knocked out power for more than a week, and crushed a lot of cars with falling tree limbs.

I think there was one fatality that year from the ice storm. A man whose car was crushed by a branch. I remember sleeping in front of the fireplace for a week, one side toasty and the other side freezing. And I would play with my battery operated chess set, since we couldn't watch tv. I think this was in '94.
