Hm... Well, I don't think there's an easy way to stop people from doing it... Perhaps restrict the right to vote to those who've been here for over a week or something... 
But that wouldn't really help, either... A lot of people have multiple accounts... and if it's announced that only those who've been for over a week will be able to vote, everyone will get the "fake" pesonalities now...
