It's because Washington in Sunderland was the ancestral home of George Washington's family.

I've always found things like this a bit silly. Not that there's anything wrong with it. I'm all for promoting friendship and good will whenever possible. I hope the good citizens of Sunderland reap whatever economic or other benefit they expect from the arrangement.
I believe my little city has a sister city someplace in Poland. That no one here has ever even visited. And no, we don't have a large Polish population.

Vancouver is really a lot of small cities that form the GVRD or Greater Vancouver Regional District. Most of them are sister city mad, with signs and exchanged artwork all over the place. We have a couple with sister cities in England but most are in Japan. Some have more than one like Burnaby-
