Technically, there has never been an Australian head of state. When Australia was founded, it was part of the British Empire, so the British monarch was head of state. When the Empire collapsed, Australia became part of the "Commonwealth of Nations", so the British monarch remained as Austarlia's head of state.

If there's a clue in the title, I can get 'Tallis' as an anagram of 'Its all', and Thomas Tallis was a composer.
