oliver was lord protector and was offered the crown but turned it down

were both rulers of the english without being kings of england

I think the most likely candidate for a sculptor in common would be Sir William Thornycroft.

There is a statue of Cromwell by him - I think at Westminster Palace.

And, of course the Alfred The Great at smiley - erm Winchester - is that his too?
