I'll admit, maths is not my strongpoint, so there's not really any chance of me turning 219983 into 42. In fact the best I can do is 2+1+9+9+8+3= 32, which as you can see is ten out.
Can you help me?

2- 1 * 9 + 9 + (8 * 3) = 26
(2 - 1) * 9 + 9 + (8 * 3) = 42
2 - 1 * 9 + ((9 * 8) / 3) = 17
No brackets required:
2 * 1 * 9 + 9 * 8 / 3 = 42
