Unfortunately the rule is to keep your digits in the original order. So your solution would work for the user no. 202036.

How about

2+36+0!+0!+2 = 42

(Just by the way: Try to cut and paste "2+36+0!+0!+2" into the Google search machine, they have added a nice calculating feature ...)
