today, 15th of october is international "White Cane Safety Day".
I am not blind, but I am visual impaired. I do not use white cane.
stop for some one with white cane in traffic!

No kidding, every day should be white cane safety day. My mom's lost her eyesight, but I don't think she'll go for a white cane.
Here's a dilemma I had just yesterday; I was on the sidewalk waiting for a bus. A person with a white cane was crossing the street and I couldn't tell until he was very close to me what direction he was going to go, so it was hard to try to get out of his way. Turned out he was turning right towards me, and would have run into me and I still couldn't figure out what direction I should go to get out of his way. I said "excuse me" and moved to my right. Is there any protocol one should follow when this happens that anyone knows of?

Usually move to the right.

My sister had this happen and she is kind uncoordinated like myself.
First the man said sorry lady no time ot dance.
Finally the man said jokingly ,I am blind what is your excuse?! 
Stand Still! She did and then tried again successfuly.

Similar thing happened to a mate. He wasn't visually impared but was uncoordinated through booze. We'd been singing a song from the charts all night and this (to him) seemed the perfect chance to sing it with gusto.
'Buffalo girls go round the outside,

round the outside.'
It;s effect was instantanious... The other bloke decked him. Left him with a right shiner and an entirely different view of the song.
