I am in agreement that the hand belonged to the Doctor. although the Doctor wont exactly need it back it's probably a link to the Doctor that Jack can hold on to. how Torchwood got it in the first place is a big mystery though as it got cut off the doctor's arm high above London. a thought anyone?

It specifically stated in Radio Times that the hand is The Doctor's severed appendage, in the big write-up for the premiere of "Torchwood".
The listing for next Wednesday's BBC2 showing made me laugh:

The hand does in fact belong to The Doctor, as when in episode 13 of Torchwood series 1 the TARDIS materialises, the hand glows in mush the same way as the TARDIS key in Doctor Who.
I reckon that Jack is hoping to clone it, or at least use it to alert him to any appearances of The Doctor in the Cardiff area.
