10:30 if the mirror is vertical

and a broken watch if the mirror is horizontally aligned because at full hours the little hand ought to *precisely* point at a digit

It depends on the time zone. It is really 1:30, 2:30, 3:30, 4:30, 5:30, 6:30, 7:30, 8:30, 9:30, 10:30, 11:30, and 12:30, both A.M and P.M., somewhere in the world.

Assuming this is a working clock that has been set correctly.
