You say the sun seems to rise and set in the same place at this time. I thought the sun rose in the East and set in the West?

I think perhaps it might possibly be supposed to be "... rise and set in the same placeS ..." maybe.
Would that make more sense?

the meaning of sun stands still is that between a few days before and a few days after reaching its northern most point the sun will rise in exactly the same spot it did the day before, and it will set in exactly the same spot it did the day before. About the first of July you will notice that this spot changes as the suns apparent position drifts in the opposite direction from what it did previously, and also the days begin to get shorter.

Instead of saying:
the sun appears to rise and set in exactly the same place at this time of year.
perhaps: the sun appears to rise in exactly the same place for a few days at this time of year; and likewise the place where it sets also appears unchanged during this period.
