You don't need planning permission 
. Just create a new Guide Entry, decorate it to your taste, advertise in The Post and perhaps drop a line to Abi.

Abi is one of the beautiful and helpful full time staffers that run the site. She's one of the Community Editors (perhaps the deputy?). Isn't that awful, I forget her official title.
Though she's more of an all-around great person - though I suspect that didn't fit on the business card.
