As I recall, the continuation of the line, "...nobody was really sure if he was in the House of Lords" referred to the (predominently American) confusion as to the status of one who has received the OBE.

I heard that the line actually says 'Nobody was really sure if the was from the House of Paul'. Having listened to it several hundred times in my life, I'm not sure.
