My local council are dragging their heels on this matter and wondered if anyone has any suggestions which are helpful.

I believe your local (I assume) UK council will be obliged to follow the route suggested in http://www.homeoffice.gov.uk/docs/asbocont.html - I take it you've provided them with detailed evidence? Give them more - get other neighbours to write in. CRIMESTOPPERS might be a way to add anonymous information for the police to act on (assuming the obnoxious neighbours are criminal)

Since it is likely to be a multi-agency partnership type thing to institute an anti-social behaviour order make sure you know which parts which agencies are responsible for - it may be that the police are collecting details of offences, and you should be liaising with them to give them more ammunition. It could be a good idea to contact your councillors to campaign on your behalf - it is a vote influencing issue.

I wouldn't want to suggest the council are dragging their feet because it is quite expensive to push through ASBO's smiley - winkeye

Further advice will probably be available from your local Citizens Advice Bureau http://www.citizensadvice.org.uk/ - an excellent body of people for helping you with sorting out difficulties.

If there makeing loud noise or dissruptive to other`s they will warn them and take action...

And if you ask they might send a report to the councel it could stop them from dragging there heel`s a bit

CAB are definitely a good place to try. You may find it better to go there rather than phone as they can often help you write letters. They even have email (but that's sort of supposed to be secret because not many CABs do it and they get a lot of queries from outside their area for which they don't get the credit/funding).

When it comes to noise pollution, the council will usually use the excuse that they are too busy to send anyone out to monitor (or it's expensive or the wrong time or the equipment is broken or ...). It is often better to record it yourself making a note of time, distance and conditions (eg indoors or behind a concrete bunker on a totally different planet). For other nuisances, video is more appropriate but in either case you have to be careful not to incite the nuisance neighbours to violence by getting caught recording their behaviour.

But i do know what you mean about makeing excusses i mean lets face it the police service do it all the time for that farce they call a public service

But this is what i dont get (for example)

You break into my house to nick my t.v/video etc
And a catch you and i give you a kicking it dosen`t matter that you have illegaly gained access to my house im still in the wrong for doing it and you can sue me for doing it

Unless you have a dangerous wepon on you at the time a screwdriver or some thing then they wont touch you
Also depend`s if you was leaveing the
house at the time or entering it

Well if anyone is interested and would like to know the nature of the disturbance then here goes:
My local council have apparently given this girl one written warning so far.She has been a nuiscance for the entire duration of her tenancy.
(roughly a year and a half)
She is a single mother(and I've no reservations regarding that as I myself go out with someone in the same situation)with one kid.
But her child is never in the house, and she seems to come in only every other day(I think she lives with her mother actually!) just to clean up the mess that her previous guests make because I can hear practically everything, including her hoover very easily as we are in flats with paper thin walls.smiley - grr
Loud disco music,banging doors, thumping,bumping,shouting is the order of the day here... its as if shes doing it on purpose!Last weekend at 4.45am a double glazed stairwell window had a beer bottle launched through it and also HER front door glass was smashedsmiley - steam
And this also applies to the young men visiting her flat as they dont seem to have any respect for anyone else either!
What makes matters worse is that I know for a fact she has laminate wooden flooring throughout her flat which seems to echo every little bump.
I do have support from other neighbours as they have been complaining also, and one actually suspects them of drug dealing.
Nevertheless the council are washing their hands of it and have now left it up to a body of people called the anti-social task force.smiley - laugh
So I called them..last night in fact.. and because she is fly enough to not play the music constantly loud.. I was forced to tell them that the disturbances are intermittent.I was then told that they will order recording equipment for to be installed in my flat but the waiting time is 4-6 weeks..christ I will have slit my wrists by then!(or hers!smiley - evilgrin
Anyway its a lot more complicated than I've actually said here.Other neighbours are getting verbal abuse as well.
Apologies for the rantsmiley - ermall I want is peace and quiet and the respect I give to other tenants returned.
Not a lot to ask...is it?

As a council tenant it will be in her tenancy agreement that if she commits anti-social behaviour she will be evicted - which could be why they are leaving it to the anit-social task force. Deciding what is anti-social can be a difficult one. I got my neighbour on it for a four year campaign of her harassing me by way of constant complaints about me to the council when I was a tenant there.

Not very socialable to pick up on every tiny thing in the agreement to try to get me evicted - including her trying to insist that I cleared litter from my front garden *in the freezing cold winter* that wasn't even my litter. smiley - grr She still drives me mad. I heard some people on the bus talking about her the other day, complaining about what a complaining old back-stabbing two-faced cow she is. Which made me feel a bit better.


Anyway...

In what way are the cuoncil dragging their heels? It could be that they are talking to her to try to help her solve any problems that are causing the disturbances, which is why they seem very slow.

If you ring the environmental help dept every time something happens, they can build up a case file - I think that they have an on call person for out of hours. It's a shame the recording equipment is going to take so long, try telling them to buy another one, or asking them to let you know if there's been a cancellation for it.
