If this is the guide ML clinic then can you help me. It says that: -Only one top level element is allowed in an XML document.

I think that's a very informative Guide Entry and you should have no problem getting it through Peer Review.
Might I suggest you try using the tags to explain various points, rather than leaving them in the text.
