Without it's surrounding "infrastructure" it looks like some sort of Autoclave ?
ie: de bug bedding etc ? through heat as such ?

I looked up the old building plan. It shows a boiler room with three boilers that appear to match the size of this thing.

We can probably conclude that it was hot on the inside. Whether this was to get rid of corpses or just to heat the building (or both?) remains open. Although placement in the morgue hints at option 1.
