Nothing, there is no chemical in chocolate that creates any dependancy despite conventional wisdom on the subject.
There are, however, compounds (theobromine and phenethylamine) found in cocoa solids that stimulate release of serotonin (the 'happy hormone'). It's that feeling of mild euphoria that keeps people coming back to chocolate and is presumably why people say that white chocolate just isn't the same (as it contains no cocoa solids and thus no theobromine and phenethylamine).

Theobromine is also the stuff in chocolate that is poisonous to cats and dogs, so you shouldn't give your pets chocolate as a treat.

does that mean you can give dogs white chocolate with no ill effects (well none beyond what we humans suffer?)
