Why is butter so effective at removing resin from hands?

Because it consists mostly of various oils and as such is a good solvent for other oily substances such as resins.

Water likes to dissolve things that are very polar in nature -that is things that are with charged like salts (sodium is a positively charged species and chloride is negative for example) or have a strong dipole (like a magnet) - such as alcohol.

Oil, being very unpolar will not mix with water. However, it will mix very well with other very non-polar things - resins for example.
