I think Bush gives arbitrary speeches like that just to remind America that he is still there, seeing that they'd probably get on better without him.
Although if I were him I would've fired the speech-writer by now. Unless he doesn't have one and writes them all himself... Ah, that's probably it!

This is a country that doesn't allow Religious Education to be taught in their schools. So basically children can not make an informed choice about which religion they would like to or not to worship,
