General Colorado probably just means that the entry contains general information about Colorado, USA.
It reads quite a bit like an encyclopedia entry, and those numbers in brackets are weird. On a suspicion, I copy-and-pasted some sentences into Google, and this entry was lifted directly from Wikipedia (perhaps another wiki, if not Wikipedia itself, but most definitely not geekguy42's work).

Not yet... The Arkansas River flows through the Royal Gorge, not the Colorado. They're on opposite sides of the Continental Divide.
