Excellent, I'm struggling to find a flaw in this enterprise!

When The Great Cattle Prod Incident Of 2013 goes into the history books, I'd like to out on record that it's all the accountants' fault. 
(They were motivated by the Chancellor's crimes against arithmetic and elementary book-keeping...)
