The wash kit for personal hygiene. No one wants to be around stinky people.
And the toilet roll is provided with the loos i think.

not all campsites provide toilet roll...
in fact, i'd say the majority don't...obviously, it depends where you go and how much you're spending...
anyway, toilet roll is useful for other things too, like...erm...well, instead of carrying around a box of tissues, for example...

Some newspaper, to help start fires, and to provide easy but relatively long burning fuel.

but some camp sites dont like you setting fires....
and hay are a safty risk around tents...

Well anyone with enough brain to check what you recommend to take on a camping trip, would have the brains to work out the tents are flammable.

Spare batteries.
Plastic sheeting and more duct tape. There is no such thing as too much duct tape.
Rope or cord.
A (set of) good cutting tool(s).
