It's and English usgae that's reminiscent of the French imperative (giving an order) where the subject -verb is revesed.
So.....
Tu crois - you believe
Crois! is the order "believe!"
Crois-moi! Is an order to "believe me!"
I'm trying to think of other similar uses in English:
"Come you down from that high rock!"
"Don't you dare look at me like that!"

Yes, I use it a lot, saying things like 'And believe you me, I'll never go back there again...' I think you generally use it for bad things.

I'm also a great user of "believe you me"... I picked up the habit from my dad who used to say it a lot.

Believe you me, Japanese summers are too sticky and hot for most people.
You got it right in the example you used about sticky summers

Believe you mean (in this case this is rather happy one), I was able to the phrase in Japan with Engish and NZ friends several times in one day
aaawwwwww what a fantastic chat/tea time we had on 18th
But this won't be used to Japanese, anyway

It can also be used to underline or underscore a statement to convince the listener of the sincerity of the speaker. You could use it to tell some one off for being naughty
e.g.
"You'd better behave, young man,or believe you me you'll find yourself in deep trouble"
or
"Believe you me it was the worse meal I've ever eaten in a restaurant"
or
"If I ever see that person again, believe you me, it will be too soon."
