just made a visit to queerie ,how the council tax benifit equaets to less than 10% of liability,(indexed no doubt to ammount of servise i recieved)WHen i asked,why it is plain that my applicable amount does note add up when the extra payments and the council tax take me under the applicable amount.
also for some reason 19 pence ofmy rent is disallowed of course no mention on form for what.
no mention on either form vi the arrears ,(but the system still shows £100:00 court costs)all could have been avoided had also co_prdination between departments ,

I do not know whether that was the most effective way of conveying decisions to claimants – but in technical terms there were at least 4 separate decisions: to refuse the claim for housing benefit from August 2001; to refuse the claim for council tax benefit from August 2001; to revise the decisions awarding housing benefit from August 1999 and August 2000; to revise the decisions awarding council tax benefit from August 1999 and August 2000. The file does not contain copies of the actual decisions –
I do not know whether this reflects lazy procedural practices by the authority in making the decisions or inefficiency or worse in preparing papers for tribunal hearings.
As I said in CH/4004/2004:
“. This standard of adjudication records and appeal preparation is simply not good enough. Apart from any action that might be taken by any other body, tribunals could not be blamed for drawing adverse inferences in any case where a local authority simply does not provide adequate documentation”.

Hi Bob,
Cor you ain't have been busy over the last few years, just a very uneducated rumble through the jungle, spotted loads of interesting stuff, including the time I got moderated for almost obtaining a copy of the great poem "Leisure by ?Davis from Beacus and Clarissa.
Remember, I wanted to put it on a Christmas card for my grandson, bin dun again for trying speak to an ex member of G.W.that I had lost contact with. I now know that it is forbidden, funny, they are all still there, just like ghosts in space.
Perhaps in time, all will be honestly revealed once more, great works are in limbo, or are they?

Still searching and tumbling, fumbling and grumbling, slowly gaining knowledge but losing ability,perhaps even interest as well.
Having published the result of many years of inherited knowledge and practical knowledge on a subject that affects all of us, our future and our children's future, in differing sections of the site, I find very little real interest anywhere, merely two negative comments.
No one with the experience or ability to critisize, or even support the project has emerged, and I fail to see a completion of work anywhere, or even a clear sense of direction.
As a result I have now moved my work over to the improved version of Ican as a kind of storeplace and possibly a distribution centre.While Ican is very impressive, neither it nor any other site seems to be able to replace G.W. for direction and completion of work, the talent developed there is now dispersed throughout the net.
I notice that quite a lot of ex.G.W. writers are now using both Dock and More Writing, but like all new sites, concentrated interest and end products have yet to materialize.
The campaign against the Community Charge on Ican looks as if it will eventually have a degree of success and a justifiable conclusion, interest in this project should grow in due course.

A lot of them are useing the two ,some are on greatwriting.co.uk ? which i occassionaly pop over to to read, buti know what you mean about , responses to work over here.Yes think ican is under used under publisised ,which is a shame as would save a great deal of cost in communicating with all goverment departments from one place.
be interesting to see how that campaing goes,the money that is wasted every year surrounding council tax is stupendous just recieved yet another bill for mine showing costs of £60:[l/order costs] for the last court hearing a further £40, summons cost.Despite the fact that it is as a result of non communication between departments.(official name given for that practise is unjust enrichment) how the fact that the figures presented at a court of law can be so wrong yet still allowed to stand i will never know, fraud and deformation ,basicly
took over a year to work out housing benifit ,which was awarded(okay about 45% of the rent, strange thing is less than 9% of council tax benifit, no refund of charges levied due to delays or cancilation of hearing due later this week or consideration given circumstances,talk about bereaucrasie.
must get on now chase up IIDB[ one of those benifits given with one hand taken with the other. ] and send several emails

Thanks for the quick reply Bob, re the bereaucratic cock ups, you were right there a is complete lack of understanding and communication by civil servants.
I have already had a go at Blair about it, and even that received a fuddled reply, the whole point of the conversation never understood properly was answered by someone who had no idea of the situation and did not want to know either.

post fourteen ,days now ,so acording to this have to send a letter by post given that the post office loose or miss deliver several thousand item every year, well still waiting for that phone call back,(maybe they are waiting till i get cut off, suppose will have to ask for the phone logs for the period in question should they not pull their finger out.

The hon. Lady is quite right: the system is tough on those on fixed incomes. But how would that be helped by the policy proposed by the Conservatives—at least at the last election—to freeze Government support to local government, which would push council taxes up even further?

Seems strange, now been in property for two years, during that time have had two property agents(a- b) managing the property, part of my rent is met by benifit managed by the local council, (HB,) linked to council tax.
not only did it take a year for the benifit to be paid to the initial managing agents, the month the back benifit was paid, was the same month that the (a retired passing over property to b) so new details given to the council, 3 months later payments start again.
one year later, b is no longer managing the property, the freeholder,
which by the way is a agent in there own right has decided to manage the property them selfs, another set of forms with new bank details collected and filled in by me, three months later i find no payment has been made, the excuse being the
direct quote "need confirmation of full postal address for ******* prop services PO Box is unaceptable.
STRANGE, now I have not moved, the payment amount and final
bank account has not changed. the council are well aware of who the
owners of the property are yet again I am monies and time being wasted needlessly, eviction threats and legal action being threatend on all sides

I find it strange how many excuses the council can come up with for why the pament has not been paid, the only change in each case has been before its goung to a intemeditary before reaching the freeholder , now being the managing agent as well having dissmissed the new managing agent.
They also have written to the managing agent and the owners in relation to a visit regarding, a complaint registered by the flat above me,( overflow from central heating pouring out water) they also issued a repair order to the owners(window frame under h/s i presume) Yet have not had courtesy to inform me of whats happening.
It wastes a lot of my time in having to sit in a office for hours on end, they where aware of who owns property from records they have had going back six years, so the fact that its not goung through an agent to a PO box, The buisness address is registered in maidstone, thats where they manage several other propertys they own(pays pension i presume) as they have retired to france. Not a uncommen arrangement, would presume they are not avoiding tax (but being treated as they are) also should they (the council decide benifit was over paid) it will come out of any monies that would have been paid to me( not so long ago building society paid monies to owner servise charge, council said not eligble, and over patments made so amended/stopped monies due to be paid from then current payments) just i can see it happening again.
HENCE i'm keeping record in ican of events as know this is going to drag on, for another year, its only part of the story, awaiting the council to declare me bankrupt being the latest threat, for non payment of poll tax. as decided got too much money coming in, hat being a paltry ill health pension (administered by the same benifit agency iidb (maidstone) be easier to enter into the court record as a thread
