Empire was always "Episode VI" from relese, so numbering must have occured before 1980. Also i think pre-quels rather than sequels is the germaine point. Lucas always wanted sequels, in fact Alan Dean Foster was employed to wrote a screenplay for the first sequel even before Star Wars was released (which became the Splinter of the Minds Eye novel).

Empire is number V in order (and was released in 1980) and was the first to be numbered. Lucas then went back and re-cut IV so it was numbered.
