I've just done the survey, and it worked perfectly for me. I was given the option of England, Scotland, etc, or Other. I chose Other. It then asked me which country in the world I was in, and I was able to select any from a drop-down list.

"Thing is I just pressed [Yes] to start the survey. The next page, as shown above, suggests they do not allow me to take part in the survey 
I know from previous surveys non brittish participants only get a few questions, apparently this time not even that.
Also seems to be browser dependent, NetScape/ Mozilla/ Firefox get the above page, with IE, Safari and Opera you can do the foreigner version.
Hmm they even ask if you have experienced 'technical problems' recently.
IE, Safari and Opera end with

with the 'click here' correctly linked to the frontpage.
