Preseason Development Advice

As promised, but with no guarantees :
QB: You definitely need some development here, but it's hard to choose just one... and all three of the backups need serious time. McNown has the best arm, but he's the most experienced (and thus least likely to see dramatic improvement) and he's so injury prone you might want to give up on him altogether. Rattay has fumblitis from hell, but he's three years younger than Doman, which may give him more upside in the long run. It might be worth your while to split time between Rattay and Doman during preseason. And definitely trade or sign a backup for the season.
RB: Kevan Barlow is a good talent already, and he's young enough to make great strides in the preseason. Develop him. Make him your fulltime HB in preseason, and let him have some return duties as well.
FB: These guys aren't going to get much better. Maybe you'd get some decent returns by playing Paul Smith here in the preseason. Otherwise, just go with Beasley.
WR: Streets is the only one of note with the possibility of improving, so put him at #1 and let him handle kick returns. Give Sutherland the ball, too... you never know. Wilson would be a wasted effort.
TE: Eric Johnson is your starter, and he's young enough to make great strides. Develop him.
OL: I don't project any of these guys making significant gains... they're all either experienced vets or hopeless cases. But let Heitmann and Kosier play every down in the preseason... you never know. Newberry is young enough yet that he should play every down as well.
DE: Carter and Engleberger should both show good progress.
DT: No gains to be found here... you've got 3 30yr-olds and an undertalented rookie. Might as well play the rookie, but he probably won't be good enough to be a decent reserve for a few years yet.
OLB: This position is your deepest area for possible upgrades... it's just too bad there aren't enough spots. Rotate them all except Anthony (hopeless). You should also consider trading one.
MLB: A 27 yr old and a hopeless case. Use that extra OLB here instead.
CB: Plummer is already good enough. Let Webster and Rumph have the time.
SS: Heard is already a 3 year vet, but he's worth giving a shot. If nothing else, his increases will be worthwhile to you for a dime back and gunner during the regular season.
FS: Keith isn't worth much, but Parrish wouldn't increase much. Still, he's young-ish, and could use a bit more Awr, so starting Parrish isn't the worst idea.
K: Sign Plummer to an extension and use him as your sole kicker in preseason and the regular season.
