Now, I'm detecting some sort of scam here. No sooner do we think he's gone to sleep on his question, thus holding up others progress towards the Hall of Fame, the minute there's another question in the offing on which he can score a point, 'whoosh', he's in.
Unfortunately, I can't say it wasn't John Elway, because it was...Pah.
Now he can have two unaswerable questions up to hold up others progress even more...

Randall no longer shares the record. It was "broken" this year by David Carr of the Texans. Can't remember how many, but just a few more.
If it's not Elway, how about Vinny Testaverde?

Elway is perhaps not so surprising ...
Sacks only became an official stat in 1982, although some teams kept records before that.
Elway was a 16-year starter.
The Broncos threw the ball a lot.
All of which means he had the most chance to get sacked. The only comparable would have been Marino, but his o-line and quick release meant the Fins led the league in fewest sacks allowed for about 5 years in a row during the 80s.

The record is indeed held by John Elway, who was sacked a walloping 516 times in his career. Perhaps more shamingly, several of them were recorded by Brian 'Stone Cold' Bosworth...

Aikman, being picked up off the turf for yet another time was taken to the sidelines and asked, as a test of his mental state, where the Superbowl was being held. Without a moments hesitation, he shot back the answer 'Oklahoma' (that being his birthplace). He was benched for the rest of the game...
