Don't know what it is called, but it does turn mowed grass / hay and puts it in lines on the field so that another machine can later pick it up to make big rolls.

Nah! It's a nineteenth century apparatus for scaring racoons etc or mongooses 
(depending on country 
) from "attacking" dustbins etc
