Is the Telefon a metaphor for something else? it takes a lot of work to put together an entry on metaphors (I only just finished one after spending a lot of tie on it). Is the non-toilet also a metaphor? Excuse me while I go into the non-bathroom and let my head explode (not literally, just metaphorically)

It could be a metaphor for the misunderstanding (on purpose) of other languages. German "Not" means "emergency"

If it isn't a telephone, perhaps it is an elephant with a speech impediment?
The other sign I think clearly means 'don't bring your own toilet'.
