Not sure where this text came from, though: "This graffiti is from Cleethorpes, UK. What's behind the spooky character?"
It was on a Isle of Wight registered in Solent Blue Line (Southampton and Eastleigh) livery that wasn't anywhere near Cleethorpes, and there wasn't a single graffito.

I never stopped smoking because I never started.

It looks like you can still use it to open beer bottles. On the other hand, I don't know many things that you can't use to open beer bottles. (Custard, but probably someone must have tried even that)
Drinking beer on the bus is also one of those things that is frowned upon these days.
