Folks with hydrophobia often have rabies. 
If they fear water but don't have rabies, they will probably not buy this project.

I have seen similar contraptions used in comics to instantaneously lose a lot of weight.
Probably this is a variant on the black box. You stick someone in it, with only their head sticking out, magic happens and then they come out skinny...
