This is easy to explain. If you've ever been to Scotland, you will know that it rains. Lots.
So, the kindly souls who put out this bench for the public to sit on thought it sensible to erect a shelter too. Thanks.

This is what the creche looks like *after* the evil wizard has shrunk the Holy Family so that they are all but invisible. You just need a magnifying glass to see them....
