This is pretty self-explanatory, if somewhat incomprehensible. The whole thing takes place in Austria, you see. When asked what 'VVW' stood for, Tavaron explained:

I think (but I'm not sure) it's the Verschönerungsverein of that village (Wöllersdorf=W). The Verschönerungsverein of a village does things like put benches up at footpaths or take care of playgrounds.

When I replied that of course putting a four-seater bicycle in a tree constituted 'beautification', at least it would to the Hoggett Family, Tav answered, 'Don't ask me why they thought it is a good idea.'

So now you know.
