There must be some law, like....'The more an open public space looks just fine the way it is, the more likely that somebody with more money than brains will come along and donate an 'art' work.'
Personally, I call this the Acorn Principle, after this:

This is 'Nutzilla', the giant acorn some wealthy benefactor gifted to the city of Raleigh, North Carolina. Lacking anything else to do with it, the populace raise and lower it on New Year's Eve a la Times Square's glitter ball.
