About Germany, they can't do anything and their voice has no meaning. Especially in regard to the Security Council which they aren't a part of.
Oh and I'll share this crazy theory with you all. Know we know that Saddam used, and might still do, doubles and fakes of himself. So if for example he died and the regime wanted to carry on they could have doubles running around pretending to be the man with the mustache and the regime can carry on their horrible and despicable rule of Iraq...
