I would be building an extremely enviro-conscious house on a brown field site, if the neighbourhood has one?

Of course you can join in!
There are a couple that I've "adopted" who do sometimes look at me as if I'm a surrogate mother/mother figure, of course - so anyone who wants to do that is welcome to do so.
The neighborhood is still in the process of being 
constructed, so build whatever you like, whereever you like, of whatever description you like, on whatever kind of site you like.
