I wonder if you've seen this Edited Entry: A729885 - Cascading Style Sheets. It might be worth a link.
I admit that I don't fully *understand* everything on this page. I think you could maybe spell out more clearly.... that some tags are semantic (meaning...?), and that some tags aren't, but are instead... what? Style, Layout, Behaviour... those should be defined, so it's clear to people who haven't considered the issue before how those are different from semantics, or content. It might seem obvious to you, and this far into typing this paragraph, I'm pretty sure I get it, but I think a discussion of those distinctions would make it all more accessible.
I'll stop rambling now.
