Why not? There is no reason younger people shouldn't be able to come. That's why there are guidelines. It does say youngsters should bring someone with them - although I'd change that to 16 I think. Many 16 year olds are out there working, so mixing with strangers every day. As long as someone knows where they are. Our parties are quite safe.
