To quote the page:
"We are not currently adding any more suggestions to the list, so please don't post any. When we have been able to shorten the current list by adding new smileys then we will consider opening it again. The longer the list gets, the less likely it will be that we will be able to distinguish smileys that are really wanted by the majority of Researchers from those that seem like a good idea to only one or two."
