Abi, I know it is much easier to ask for new smileys than to create them (and I am responsible for a number of those requests), and that there are just so many overworked creators, the inevetable result is that the list keeps increasing.
I wish there was a way to incorporate legally the many smileys you can find everywhere on the web. The rules on copyright will mostly prohibit it.

There is no way of incorporating other smileys from other sites. I can think of three reasons for this - firstly as you say the copyright of these smileys belongs to other sites. Secondly, these images need to be coded by Jim and his team and thirdly, the h2g2 smileys are a certain style and smileys from other sites would look rather out of place.
Yes the list will probably go on increasing. h2g2 has a massive list of smileys already and everyone has their own ideas on what they want added. We are updating the list regularly. We could close the list down but it is nice to see what ideas the Community have.
I think it is a little unfair to say that ideas from the list never become real smileys. We did release approximately 30 new smileys in late August and all of them came from the Smileys ideas list - F77636?thread=203702

Somehow this thread disappeared in a too large amount of others, so sorry for the delay.
Abi,
somehow I am inclined to exaggerate my statements, with sometimes bad results, like this time. I never had the intention to imply no smileys at all were created, just that the speed of creation is much slower than the speed of request-creation. Only that results in a sentence that does look bad to me.
I am handicapped by having to try to express myself in a foreign language, where I cannot take all the time I want to get it correct, or I will have to unsubscribe from too many conversations.
Incorporating smileys.
for the second reason, I just lack the knowledge of technical or political reasons to question it.
I cannot agree with the third reason. There are many smileys out there that would fit perfectly in this site (next to many that would not, I agree). But is probably no use to keep on discussing this.
Pleaso do not close the list, there are still so many possible smileys we have not yet thought of. Just carry on creating new ones if and when there is time for it. We may disagree on the priorities the team sets on which ones are to be made, but that is normal.
By the way, not all new smileys seem to be removed from the request list. at least.
