Is this one of the official groups? Is it a something that is going to happen at sometime? I've been reading the schems pages, but don't get where this one fits in. Nice idea though I've been in a few others places when arguments have got really out of hand.

Hi! 
No, it's not one of the official groups. 
We asked the Italics (Editors) to declare it one, but they declined, reckoning that there was no need for such a scheme. 
Happen? Uh... I'd say it's able to function as it is now. The ones who created the scheme should qualify as Arbiters and the rules are set. The whole thing never attracted a great audience and thus no real amount of volunteers and no real recognition in the community. Unless the scheme proves to be working and to be needed, the Italics will not recognise it as official.
I'm happy to say that the h2g2 community is rather well-behaved, so there's little need for the scheme. But it is there nevertheless, there have been troubled times in the past, too....
