I don't know what you using as a CSS editor but I can recommend Topstyle, the "lite" version is also FREE - It might help you NS4 problem as it lets you know what CSS works with what browser.

couldn't you do the page without the JavaScript. JS gives enormous Accessibility problems, as do the layout tables

into the link tag for your CSS as your sheet only covers screen devices (browsers).

Re: my comments on JavaScript - Try viewing your page in a Text Only Browser such as Lynx or W3M, if it still makes sense you do not need to worry about your JS causing Accessibility problems.

The scripted menus are crucial at the moment for our target users, those with browsers that can handle it, until I manage to bring all the diverse sites under one url, I have to make it appear as close to one site as possible.
..and as I admitted this as a possible fault is it fair to mention it again?

I'm not saying don't use scripts, just make sure it makes some kind of sense without them..

viewing in a text browser will also help you see how well structered your html is AND is a good pointer towards Accessibility - If you can make sense of a page in a text only browser then someone useing a voice reader has a fighting chance.

as I said back a few posts, the page works without the scripts as the initial text which fire the script is (read will be when site finished) also a link to a page with all the menu links on anyway - done this way because I am totally pissed off with pages whose scripts don't work in Mozulaa (PC World, Dixons, Richer Sounds) and all the links are on the scripted menus.
Anyway, the site meets (even the old one) most, if not all the check points of the e-envoy, unlike 90%+ of public sector sites.
