Your description of the Turing Test is inadequate. I'm sure you know what the test it, but you don't get it across in your writing. Explain it in detail, since it is as far as I know the only method of judging whether a machine is intelligent that has ever been proposed.

on the subject of the turing test, what is missing?
it gives an good enough description of what it is and links to the current edited entry on the turing test.

Your description of the Turing Test:
If you put a computer and a person on the end of links that hide the identity of the person on the other end of the link, and most people are convinced that they are talking to a person, they accept idea of that person being intelligent.
Mine:
Put a computer and a person on the end of communications links that hide the identity of the person on the other end of the link. Now an impartial observer must pose questions to the computer and the person, not knowing which is which. The questioner must try and decide which is the computer and which is the person. If the questioner is unable to distinguish between the quality of the computer's replies and those of the person, then the computer is considered to have intelligence.
